Austin – every legislative session, thousands of draft laws are raised by legislators in the state, but how many are in reality the law? How long does each session usually last?

Kxan dug through legislative archives to find out.

How many bills usually pass?

As shown in the graph below, the number of draft laws submitted from each legislative session has grown significantly.

In sessions 27 or 28 and 29, in the early twentieth century, less than 1,000 of the House of Representatives and Senate Law was presented by legislators in the state. This compares more than 8,700 to date at the current legislative session – a new record. As of May 21, a total of 5,644 draft laws in the House of Representatives and 3,074 Senate Bill were submitted by the current legislative body.

Of course, not every invoice is passed. In the eighty -eighth legislative session, in 2023, a total of 8,616 draft laws were submitted by the state lawmakers at the regular session and four subsequent private sessions. At the middle of the last ten sessions, legislators are usually passed around 6,890 bills, of which approximately 1350 – about 19.6 % of the total. In this session, legislators approved 359 draft law as of May 21, or about 4.1 % of the total.

How long does the sessions usually continue?

The legislative body meets every two years, in individual years. Since the 1960s, regular sessions lasted for 140 days. Before that, it ranged between 45 days in 1863 to 177 days in 1949.

Under the state law, private sessions can last for a maximum of 30 days, but the ruler has the authority to summon many special sessions as they want.

The record came in the 71st legislative session, in 1989 and 1990. Bill Clemens Governor described a total of six special sessions. Since the first legislative session in 1846, there have been on average 1.5 special sessions for each legislative body.

The twelfth legislative session was the longest in the history of the state, in 353 days in total. That session included a 17 -day “temporary” session in February 1870, so that Texas can ratify the thirteenth, fourteenth and fifteenth amendments to the United States’ constitution.

How often do conservatives publish bills?

Just because the draft law passes both the House of Representatives and the Senate, it does not mean that it will become a law. The ruler has the power of veto against bills. On average, 28 draft veto law against each legislative cycle has been made.

The twelfth legislative body witnessed, in 1870-1871, most of the veto in the history of the state. Edmund J. Davis achieved a total of 123 draft laws, 83 of which are in special sessions.

When looking at only regular sessions, a record number was caught in 83 draft laws by Rick Perry in the seventy -seventh Legislative Council, in 2001. The governor of Greg Abbott State ranked second in second.

The Republicans are also ranked first and second when it comes to the total veto during their time in office. Rick Perry achieved approximately 300 invoice between 2001 and 2013. Abbott achieved about 250 as of May 12, 2025.
