ASSTAR – The Texas Legislative Agreement has reached an agreement on the budget of $ 338 billion, which will finance government agencies and priorities over the next two financial years, including billions of tax relief on property, billions of additional dollars for public schools, calculating new education, and additional dollar for the child.
Under the law, the credit bill is the only legislation that the legislative body must pass when it is held every two years. “This is a very responsible balanced budget that falls within all the limits of constitutional and legal spending, and it meets the needs of our fast -growing condition,” Bonin said.
The most prominent budget
Bonin only put some prominent points in the bill. The budget deals with the burden of work in the Ministry of Public Safety, as the state continues to grow by allocating $ 319 million to add 467 additional new soldiers along with another $ 102 million to improve motivation licensing services.
The legislators also approved an investment of $ 10.4 billion in behavioral health services, including dollars to research and prevent mental health disorders. More than two billion dollars will go to increase the wages of those present from personal care from $ 10.60 per hour to $ 13 per hour.
There are also funds to help a gap in the field of health care in the state areas of the state. About 100 million dollars will be added to the state’s rural hospital program to help keep hospitals in these funded areas and open many of their doors.
The credit bill also includes $ 51 billion in alleviating property tax. This includes a procedure – pending the approval of the voters in November – that would increase homes for homeowners from $ 100,000 to $ 140,000. Supporters said it would save the owner of the ordinary house $ 500 annually.
The final version of the budget of the basis school program increases by more than $ 13 billion to a total of $ 75.1 billion in all funds. FSP is the main source of state financing for public schools.
Regarding education, the draft law provides an additional amount of $ 8.5 billion of new financing for public schools and one billion dollars for the newly adopted educational savings account program, which will allow families to apply for state dollars to pay the price of special education.
Deputy State Donna Howard, D -Austin supports the bill of credits, but he mentioned that the new dollars for public financing are still less than that schools need to maintain the costs of inflation and the lack of new financing for the state in previous sessions.
“Although it is not enough to return schools to the place where it was in 2019, it is much better than the current law or what the House of Representatives and the Senate proposes in January,” Howard said.
Lieutenant Dan Patrick praised the budget and the Senate Finance Speaker Joan Hoffman. Patrick issued a statement after the Senate approved the legislation, referring to investments in the electrical network and water infrastructure, which he said the state maintains a “way to sustainable growth”.
Patrick also highlighted plans to enhance dementia research. “The budget is funded by the creation of the Institute of Development and Research in Texas, which will bring the best researchers in the field of dementia and care providers to our state,” Patrick wrote.
In November, voters will decide whether DPRIT will be created and 3 billion dollars will be established for the Death and Death Fund from the state’s general revenues to provide financing over the next ten years.
What happens after that?
The credit bill will now go to the state observer to obtain certificates. The financial observer will confirm that the spending bill does not exceed the available revenue amount. After a certificate, the draft law goes to the ruler for approval. The ruler has the power of designs specified in the Veto project in the draft law. Once signing, the bill becomes a law.
