The Ministry of Foreign Affairs warns American diplomats against attempts to impersonate the personality of Foreign Minister Marco Rubio and perhaps other officials who use the technology driven by artificial intelligence, according to senior officials and cable that was sent last week to all embassies and consulates.
The warning came after the administration discovered that the fraudster, who is pretending to be in his capacity as Rubio, tried to communicate with at least three ministers abroad, a member of the American Senate and ruler, according to the July 3 cable, which was informed by the Washington Post for the first time.
The recipients of the fraud messages, which were sent by the text, the signal, and the audio mail, were not identified in the cable, of which a copy was shared with the Associated Press.

“The Ministry of Foreign Affairs is aware of this incident and is currently investigating the matter,” she said. “The administration is seriously responsible for protecting its information and takes ongoing steps to improve the Ministry’s cybersecurity status to prevent future accidents.”
He refused to comment more because of “security reasons” and continuous investigation.
It is the latest example of the Trump administration’s high -level personality targeted by a donor, with a similar incident revealed in May about President Donald Trump, Suzy Wales. The misuse of artificial intelligence is likely to grow to deceive people with the improvement of technology and become available on a larger scale, and the FBI last spring warned of “malicious actors” impersonating the personality of senior US government officials in a text campaign and a voice correspondence.
One of the officials said that the deception involved Rubio had not succeeded and “is not very developed.” However, the second official said that the administration considers that it is “wise” to advise all foreign employees and governments, especially the efforts made by foreign actors to provide an increase in information security.
Officials were not allowed to publicly discuss the matter and spoke on the condition that his identity was not disclosed.
The cable said: “There is no direct electronic threat to the administration from this campaign, but joint information can be detected with a third party if the targeted individuals are at risk.”
The FBI has warned in the public service announcement about the “malicious” campaign based on text messages and vocal messages created from artificial intelligence that aims to come from a senior American official that aims to reduce other government officials as well as the victim’s partners and communications.
This is not the first time that Rubio’s character has been impersonated in Deepfake. In this spring, someone devised a false video of him saying that he wanted to cut Ukraine access to the Internet service from Elon Musk. The Ukraine government later refuted the wrong claim.
Several possible solutions have been offered in recent years to misuse of the increasing intransigence of deception, including criminal sanctions and improved media literacy. Fears about Deepfakes also led to a flood of new applications and artificial intelligence systems designed to discover audio that can easily deceive humans.
Technology companies that work on these systems are now competing against those who will use artificial intelligence to deceive them, according to Siwi Liu, a professor and computer world at the university in Boufalo. He said he witnessed an increase in the number of deep depicting celebrities, politicians and business leaders with improvement of technology.
Just a few years ago, Fakes contained easy flaws in the point – inhuman sounds or errors like additional fingers – but now artificial intelligence is very good, it is very difficult for a person to discover, giving DeepFake’s features an advantage.
“The level of realism and quality is increasing,” said Liu. “It is the arms race, and now generators get the upper hand.”
Rubio’s trick comes after text messages and phone calls to elected officials, business managers and other prominent personalities from a person who seemed to have been able to reach the contacts on the personal mobile phone in Wales, according to the Wall Street Journal in May.
Some of those who received voice calls heard looked like WILES, which may have been created by artificial intelligence, according to the newspaper. The report said that messages and calls were not coming from Wales. The government was investigating.
